In reply to Your Lordship's

despatch No. 252 of the 28th. of last October, I regret
to report the complete failure of my attempt to obtain
three capable Indian or Chinese Land Surveyors from India,
the Straits, or Ceylon.
Accordingly upon the advice of
the Director of Public Works I have engaged Mr. John Grant,
a Civil Engineer who applied to this Government for work,
as Assistant Land Surveyor. Mr. Grant is 29 years of
age and single: and his testimonials are good.
I have
authorized the payment to him of salary at the rate of
£25. monthly, with a monthly travelling allowance of $20.33.

I have also engaged Mr. Forster,
a Swiss Engineer, to fill the post of draughtsman in the
Survey Office at a salary of $100 monthly. Mr. Chatham
reported to me that the services of a draughtsman were much
needed and that Mr. Forster, who was out of employment
and apparently a capable man would fill it well.
